A boundary changes the join
Move point C across the shared border and choose what it means to be inside.
Inspect all point-to-region matches

Synthetic planar coordinates in kilometers from chapter 16, not latitude/longitude. Strict excludes all boundaries; closed includes them and can duplicate matches; half-open includes lower/left boundaries and excludes upper/right boundaries. The outer upper/right boundary is intentionally excluded in the half-open rule.
